Geoff Hoon is, quite literally, the minister for Ugandan discussions:


Last week Mrs Beckett informed her ministerial colleagues that she would take the lead on questions about Europe, restricting Mr Hoon to the subject of northern Uganda.

Who's the big-head, Hoon or Beckett? How did this fiasco arise in the first place?

Perhaps they can send the EUssr loving Hoon to the Moldova/Romania border. That way he can be "our man in the East" protecting us in the West from more criminal gangs (due here after Jan 2007).
