Peter Oborne, in today's Evening Standard (no link):

For almost a decade the Tories have sought an idea to show they have changed. Now Stephen Pollard, in a pamphlet for the Centre for Policy Studies, has come up with a Tory ‘Clause 4’, which will show the party is committed to public services.

Pollard suggests “the next leader should pledge that, from day one of taking office as Prime Minister, where there is a choice between a public and a private service, his will ministers will always use the public service”.

Pollard is right. There is something uncomfortable about a Tory spokesman who sends his children to private schools making arrogant pronouncements on the state system. Pollard’s proposal might drive away some potential Tory ministers – but show beyond doubt that the remainder care.
