A friend of mine once received a bill from an electricity company for $0.01. For fun and to see what would happen, he decided to overpay, and sent them a cheque for $0.02. Sure enough, he later received a refund cheque for $0.01.

It is so nuts when they do this. I have gotten a bill for £0.00 as well.

It's cheaper to bear the occasional snafu than institute failsafe systems for weeding out the duff demands. The margina cost of perfection is too great. Especially true in the age of automated billing and mailing systems.

The bad PR which results can be borne because the organisation is not fleecing its customers. If the electronic brain started spewing out demands for thousands of pounds per customer it would be another story.

If the general public and the media were numerate and had some understanding of cost/benefit ratios, this rather boring "man bites dog" story would crop up less often.

Customers who make an AP Herbert-type song and dance about such mistakes are either self-publicists or are letting themselves in for more trouble than if they just grinned and bore the token impost. They should not be encouraged.
