I've only just seen Prof Tim Brighouse's latest bright idea - that former private school pupils should pay a levy (that's what he calls it - I'd call it a fine) of up to £2,100 a year in addition to the proposed student top-up fee of £3,000.
The Prof famously won a libel action against John Patten, who called him a nutter. So I won't indulge in name calling. What I will say, though, is that his plan is nuts - even if a court found he isn't.
Such a fine would be a perfect example of the most pervasive law of public policy – the law of unintended consequences. The idea is designed to cut back on the share of places taken by private school pupils.
Think it through for a second and you'll see that the exact opposite is the most likely consequence. If private school pupils came with a dowry of higher fees than state school pupils, cash-starved universities would have a greater incentive to take them than they do now. Duh.
It just demonstrates that the mindset which hates success and wants to penalise opportunity is still alive and kicking on the left, and is as barking as ever.

Brighouse's comments: Uh? Anyone know what this twaddle means?

From what I can see the professor's plans do not spell out whether the money would go direct to the university or not. Being an arch centralising lefty, i suspect he would rather the penalty fees go straight to whitehall and then be redistributed according the fancy of the central planners, hence negating your unintended consequence theory.
The real reason to oppose the plan is the stupidity of penalising people for spending money on education. For some reason it is ok to buy a villa in the south of France or the latest mercedes, but investing in your children's education is seen to be tantamount to stealing food out of the poor's mouths. If we lived in a zero sum world where there was only a fixed amount of wealth, there might be some merit to this argument. But as we all know education can create new wealth, and people should be encouraged, not penalised, for investing in it.
Will this government and its supporters really not be content until they've reduced my family to penury? Our children are in a private prep school because of the cuts in primary school places (unintended consequences of the reduced class sizes, of course), and they seem to be determined that we stay in the private sector, and get penalised to the maximum for doing so. Our last savings are now gone (tax increases mean my income no longer covers our expenses), so I'm now looking to increasing borrowing (which I've avoided) in order to continue their education.
Stephen is right that the Conservatives' intention to end tuition fees is wrong in principle. The only thing is, I've already paid twice, and I'm damned if I'll do it another three times (which is what is now being proposed).

Even if the proposed 2100 went to Whitehall... doesn't the government control or influence a significant portion of the admissions process? I can easily see a functionary of the government thinking its his job to maximise revenue and therefore more places must go to private school students no matter what his superiors are saying. He wouldn't be able to do this directly, but with so much under government control, it wouldn't take much to discourage public students.
Brighouse epitomises (and in no small measure is responsible for) the progressive twaddle that generations of British children have been subjected to. He should have been put out to pasture years ago.
I'd love to see what dim Tim would make of my schooling. I attended a very, very expensive public school, got 13 'O' levels, four 'A' levels (back in the days when they actually meant something) and then went to one of the best Universities in the land. A worthy candidate for Brighouse's penalty? Well, hardly - I got a full-fees scholarship and was eligible for a full grant when I went up to University.
Far too damn many people are going to University. A ceiling of 7-10% of school-leavers should be imposed. As it is now, if I were recruiting for a job, any applicant with the word 'studies' in his or her degree title would be rejected out of hand.

Good point. The scenario you paint is possible though not the forgone conclusion that it would be if the universities kept all the money. The type of left wing govt that implemented such a plan would place a lot of political pressure for this not to happen. In any case the scheme is barmy all round.

Ceilings are every bit as silly as targets. If individuals have to pay for their studies, they are more likely to choose subjects that will benefit themselves and society. I think virtually everyone needs some kind of higher education. The problem is that all froms of higher education have now been labelled as 'university'. As you suggest only a limited number of people are probabbly equipped for a traditional universtiy education. But many more will benefit from more vocational studies.
Say, what we really need is some new type of college that specialises in vocational training - perhaps we could call it a "polytechnic".
Matthew R: would I support unrestricted access to higher education if it came with a price tag (by which I mean one that stuck to the principal beneficiary, and wasn't dispersed through some rose-tinted idea of 'positive externalities')? You betcha. If it were not government (read: John Q. Taxpayer) funding tertiary education then there'd be no need to impose quotas or targets. Yeah, right. A pipe dream that big needs an Alpenhorn full of wacky baccy.
I'm afraid, Robert, that despite its honeyed words, this not-so-New Labour Government is extremely hostile to the private education sector and parents who exercise their freedom of choice by using it. There are legal obstacles to abolishing private schools so they are doing everything in their power to (a) drive up the costs of educating children in the private sector; and (b) use the university admissions process and tuition fees to penalise candidates from independent schools who on any meritocratic basis would be eligible to study at the best universities.
What's more, don't assume that it would be any different under the Conservatives. I doubt if it would be if the Conservative Party were led by the likes of Michael Portillo or John Bercow.
